I don't particularly like the motif or the rendering style (sorry, personal preference, there's too much of a mixture of sharp lines and blurry shapes), but this is well done!
There's a lot I could comment on here, but let me concentrate on the most intriguing aspect of this painting. Unlike most other digital paintings, this image contains a lot of blurs together with rather clear objects (and yes, the irony that it is due to the style, that I dislike a bit, that I am intrigued, is not lost on me), simulating a kind of depth of field that I otherwise only would have expected to see in photographs!
This effect becomes even stronger by the phone being held up; it's like a third character made a photo from their phone behind them. Same goes for the blurred lights, very similar to night photography.
There are a few thing that could be improved as far as that is concerned. Overall, it looks great, but after a while, my eyes catch a few irregularities. The ground is sharp, super crisp, compared to the rest of the image, it almost looks out of style, like a photo or a 3D rendering. This level of detail means that this is the focal point of the camera. But somehow, the lower part of the ground doesn't get out of focus...
The characters are mostly well done, but on the right, the jacket and the crow bar stand out, they are too sharp.
And the rose window is wonderful, but it is too precise, too well-defined compared to its surroundings and other shapes with similar illumination.
